How the National Department Performance Index is constructed, scored, and sourced.
The National Department Performance Index (NDPI) evaluates South Africa's 15 key national government departments across 20 quantitative metrics grouped into 4 pillars. Each department receives a score from 0 to 100, with tier classification (High Performance, Moderate, Needs Improvement, Critical).
The overall index uses a weighted geometric mean of pillar scores, which penalises extreme weakness in any single pillar. Fiscal Management carries the highest weight (30%) reflecting the principle that sound financial management is the foundation of effective governance.
Data Quality Notice: The current seed data is illustrative and estimated using typical departmental performance patterns. It has not been independently verified against official sources. When verified official data becomes available, values will be updated and this notice removed.
Raw metric values collected from official government sources for each department. 20 indicators across fiscal, governance, service delivery, and socio-economic dimensions.
Each metric normalised to a 10-100 scale across the 15 departments using rescaled min-max normalisation. A floor of 10 is applied so the worst performer receives 10 (not 0), keeping the weighted geometric mean well-defined:
